What changed in NYC housing today
New York City's Affordable Housing Fast Track will start in January 2027 in 12 low-production community districts. Eligible affordable rezonings there will get a 90-day review with no City Council vote. Those 12 districts produced only 883 of 63,870 new affordable homes citywide over five years, and Law360 reported on October 16 that the city is ready to move ahead.

Major compliance and regulatory reshapes

Queens Community Districts 4, 5, 10, 11 and 13 are on the list. At an October 13 town hall at East Flushing Library, Borough President Donovan Richards answered Community District 11 residents worried about losing local veto power. (QNS, Law360)

Brick Underground explains that condo boards owe unit owners no warranty of habitability, but owners who rent out their units do owe it to their tenants. In co-ops, the proprietary lease controls. Boards usually handle windows and pipes in walls, while shareholders handle faucets, toilets and sinks. (Brick Underground)
Housing pipeline and agency access

About 100 units would be affordable, roughly 25 percent versus 40 percent in the approved rezoning, and the final count is still under negotiation. Four 99-unit towers appear to sidestep New York's 485x wage floor. (The Real Deal · New York)

What to do
- Schedule a heating system check now, before cold weather sets in.
- Check whether your buildings sit in one of the 12 Fast Track community districts, including Queens CDs 4, 5, 10, 11 and 13.
- Read your proprietary lease before paying for any co-op repair.
- Review your habitability obligations if you rent out a condo unit, since the board will not cover them for you.
- Track final affordable unit counts at the Arrow Linen site and 330 West Fordham Road before promising placements to voucher holders.
- Confirm the date, time and location of the HPD District 31 event on NYC.gov before planning to attend.
