CityFHEPS rent limits (payment standards), 2025 and 2026
The maximum rent CityFHEPS pays in 2026, by apartment size, with the 2025 standards for comparison and the utility allowances that reduce them. From HRA’s DSS-8r schedule.

The standard is the maximum rent when all utilities are included in the lease. If the tenant pays any utility, HRA subtracts the matching allowance below from the standard to get the maximum rent.
How the standard is applied
CityFHEPS packages submitted on or after March 1, 2026, or with a lease starting April 1, 2026 or later, use the 2026 standards. Renewals and packages submitted by February 28, 2026 could still use the 2025 standards unless the lease starts April 1, 2026 or later.

Example: a 2-bedroom where the tenant pays cooking gas and electric has a maximum rent of $2,816 in 2026 ($2,997 standard minus the $181 allowance).
