CityFHEPS is New York City’s largest rental-assistance program, run by the Human Resources Administration (HRA). It pays most of the rent for families and individuals who are in shelter or at risk of entering it. For a landlord it means a tenant whose rent is largely paid by the city, every month, directly, if the paperwork is right.
How much it pays
CityFHEPS maximum rents follow the Section 8 payment standards for the apartment size, which in 2025–26 run roughly from the low $2,000s for a studio to over $3,000 for a three-bedroom, varying by ZIP code. The tenant pays a share based on income (often 30% of adjusted income, sometimes nothing); HRA pays the rest. The lease must be at or below the program maximum and the unit must pass the rent-reasonableness test.
The landlord package
- Proof of ownership (deed) or authorization to lease (management agreement)
- W-9 for the payee
- A lease on the program’s terms, one year minimum, specific riders
- The HRA “Landlord Statement” and unit information forms
- Certificate of Occupancy or equivalent, and HPD registration where required
- Lead-paint disclosure, window-guard notice, bedbug history
Incomplete packages are the single biggest cause of delay. HRA does not call to tell you a page is missing; the file simply waits. We assemble it complete, submit it with a cover sheet, and confirm receipt.
The inspection
Before lease-up the unit is inspected against a checklist close to HUD’s Housing Quality Standards: working smoke and CO detectors, no peeling paint in pre-1960 buildings, window guards where children under ten will live, working stove and refrigerator, secure locks, intact railings, no open violations that affect the unit. Failures are usually small and avoidable, we walk the unit against the list before the request is filed.
Incentives
HRA has at various times offered a unit-hold incentive (payment while the paperwork clears), a broker’s fee for units found through a broker, a security-deposit voucher and first month’s rent. These change with the budget; we claim whatever is current for your unit and show it on your statement.
Where payments stop, and how to prevent it
- Recertification. The tenant must recertify annually. If they miss it the subsidy suspends. We track every recertification date and help the tenant through it.
- A failed re-inspection. Conditions found at an annual or complaint inspection suspend payment until corrected. Fix fast and document.
- Rent increases. Increases must be requested through HRA within the program limits; raise the lease without approval and the city simply does not pay the difference.
- Ownership or payee changes. A new deed, a new LLC or a new bank account needs a new package. Payments stop until it is processed.
Source-of-income law
Refusing a CityFHEPS tenant, advertising “no programs”, or requiring income multiples that exclude voucher holders is illegal under the NYC Human Rights Law.
