Most penalties in New York are for a missed date, not a broken thing. This is the calendar we run for every managed building. Dates are for 2026; most repeat annually.

Every year

  • HPD Property Registration, due September 1 for every multiple dwelling (3+ units) and 1–2 family buildings where the owner does not live. Lapsed registration blocks eviction proceedings and raises fines.
  • Bedbug annual report, filed electronically with HPD December 1–31, covering the prior year, and posted or given to tenants.
  • Boiler inspection, annual low-pressure boiler inspection by a licensed inspector; report filed with DOB within 45 days of inspection, inspections due by December 31. Late filing: $1,000.
  • Elevator inspection, annual Category 1 test and periodic inspection; Category 5 full-load test every 5 years. Filed with DOB within 60 days.
  • Backflow prevention device test, annual DEP test and filing for every installed device.
  • Local Law 84 benchmarking, energy and water data submitted via Energy Star Portfolio Manager by May 1 for buildings over 25,000 sq ft (and some smaller buildings on the covered list). $500/quarter late.
  • Local Law 97 emissions report, due May 1 for covered buildings over 25,000 sq ft, covering the prior calendar year; penalties per ton over the limit.
  • Local Law 55 indoor allergen, annual inspection of every unit for pests, mold and allergen hazards; annual notice to tenants with the lease.
  • Lead-paint (Local Law 1) annual notice, the “Annual Notice” to every tenant between January 1 and 16, with investigation of units where a child under 6 resides; records kept 10 years.
  • Window guard notice, annual notice with the lead notice; guards installed where a child under 10 resides or on request.
  • Smoke / CO detector and gas-detector (Local Law 157) notices, annual notice and certification; natural-gas detectors required in units with gas appliances since May 2025.
  • Sprinkler / standpipe, monthly, quarterly and annual inspections by FDNY Certificate of Fitness holders; annual flow tests; records on site.
  • Fire safety notice and plan, annual distribution to tenants (and to new tenants) for buildings required to have one.
  • DHCR rent registration, annual registration of every rent-stabilized unit, due by July 31.

On a cycle

  • Local Law 11 / FISP façades, every 5 years for buildings over 6 stories. Cycle 10 runs 2025–2029 in sub-cycles by the last digit of the block number; a Safe / SWARMP / Unsafe report by a QEWI, with Unsafe conditions requiring immediate sidewalk protection and repair.
  • Local Law 152 gas piping, inspection by a Licensed Master Plumber every 4 years, scheduled by community district; Certification filed within 60 days; defects corrected within 120 days.
  • Local Law 87 energy audit and retro-commissioning, every 10 years for buildings over 25,000 sq ft, due in the year ending in the last digit of the block number (blocks ending 6 are due in 2026).
  • Local Law 126 parking structures, periodic condition assessment every 6 years by community district; initial observation first.
  • Local Law 31 lead XRF testing, every pre-1960 unit (and 1960–1978 with known lead) tested by August 2025, or within a year of a child under 6 moving in; late buildings face HPD orders now.
  • Elevator Category 5, every 5 years.
  • Retaining walls, condition assessment every 5 years for walls over 10 ft fronting a public right of way.

On a trigger

  • Unit turnover in a pre-1960 building: lead-safe work practices, abatement of friction surfaces, clearance test (Local Law 1 turnover requirements)
  • Heat season: October 1 to May 31, 68°F by day when outside is below 55°F, 62°F at night regardless
  • Cooling tower registration and inspection where one exists
  • Any construction: permits, after-hours variances, sidewalk shed permits renewed every year

We keep this calendar per building with reminders 60, 30 and 7 days out, and pull the public record quarterly to confirm nothing attached. Compliance management is part of full management and available on its own.
