DOB proposes changes to natural gas alarm rule, hearing Nov. 16

The Department of Buildings is proposing to amend its natural gas alarm rule to clarify where alarms must go and to reflect the January 1, 2027 installation deadline set by Local Law 102 of 2025. Buildings without gas service would be exempt, as would some Class A units with no gas appliance or piping in or below them. An online hearing is set for 11 AM on November 16, 2026.

What happened

The NYC Department of Buildings (DOB) has proposed changes to its rule on natural gas alarms in homes. The notice ran in The City Record on October 15, 2026. It would amend sections 908-02 and 3616-06 of Title 1 of the Rules of the City of New York.

Local Law 157 of 2016 requires natural gas detecting devices in residential buildings. DOB's first rule on where and how to install them took effect on March 15, 2024, with a May 1, 2025 deadline. Local Law 102 of 2025 pushed that deadline to on or before January 1, 2027. The proposed rule writes the January 1, 2027 date into DOB's rules. It also extends the deadline for allowing a monitored battery as the primary power source for alarms in existing buildings.

The proposal says owners of private dwellings and Class A multiple dwellings must hire a qualified installer to put one or more working natural gas alarms in each dwelling unit. Buildings without gas service are exempt. In Class A and Class B buildings, a unit is exempt if it has no gas appliance and the area directly below it has no gas appliance or gas piping. If the area below does have a gas appliance or piping, an alarm is still required. Class B buildings can use alarms in each unit that has a gas appliance or another listed option. Where gas piping in a shaft serves only emergency, standby or optional generators, the shaft must be vented and a fuel gas detector must be installed at or near the top. The NFPA 715 standard DOB adopted would apply only to private dwellings and Class A and Class B multiple dwellings.

DOB will hold an online public hearing at 11:00 AM on November 16, 2026. Written comments are due the same day. They can go through the NYC rules website, by email to [email protected], or by mail to the DOB Office of the General Counsel, 280 Broadway, 7th floor, New York, NY 10007. To speak at the hearing, email by November 9, 2026 with your name and affiliation. Speakers get up to three minutes.

Tenants and voucher holders

Apartments with gas service will generally need a working natural gas alarm by January 1, 2027. Units with no gas appliance and no gas appliance or piping directly below may be exempt.

Caseworkers

Clients in buildings with gas stoves or other gas appliances should expect alarm installations ahead of the January 1, 2027 deadline. Anyone who wants to weigh in can comment until November 16, 2026.
