Local Law 152 gas piping inspections: the four-year schedule and how to file on time

Local Law 152 of 2016 requires a Licensed Master Plumber to inspect building gas piping every four years. The schedule by community district, the exemptions, the 30/60/120-day filings and the $5,000 penalty.

Under Local Law 152 of 2016 every building in New York City except one- and two-family homes must have its gas piping inspected by a Licensed Master Plumber at least once every four years, and the result filed with DOB. The year depends on the building’s community district.

The schedule

Each window runs January 1 to December 31 of the year shown. Buildings in community districts 4, 6, 8, 9 and 16 in any borough are due by December 31, 2026. Find your community district on the City Planning site, or look the address up in DOB’s LL152 compliance tool.

Who is exempt

One- and two-family homes and other R-3 occupancies. By Department of Finance building class, that is A0–A9, B1–B3, B9, CM, M3 with two or fewer permanent units, M4 with 20 or fewer occupants, N2, S0–S2 and V. If your building class is wrong, ask Finance to correct it rather than skip the inspection.

The steps

  1. No gas piping at all?

File a Gas Piping System Periodic Inspection Certification, signed and sealed by an engineer, architect or Licensed Master Plumber, stating so. That is the whole obligation.

  2. Hire a Licensed Master Plumber

Check the license is active with DOB’s License Search and look the plumber up in “Know Your Construction Professional” first.

  3. Inspection report within 30 days

The plumber gives you the report within 30 days. Any unsafe or hazardous condition must be reported immediately to you, the gas utility and DOB, and you must act at once, which can mean a shut-off.

  4. Certification to DOB within 60 days

File the certification signed and sealed by the plumber within 60 days of the inspection, through DOB’s online portal.

  5. Corrections within 120 (or 180) days

If conditions needed correction, file a second certification that they were corrected within 120 days, or 180 days if the first certification said more time was needed. Corrections need permits like any other gas work.

Extensions and penalties

  • A one-time 180-day extension of the due date can be requested online before the deadline; the inspection still has to happen inside the extension
  • Missing the certification carries a civil penalty of $5,000
  • A building with gas piping but no gas service and no connected appliances files its own pair of documents instead of an inspection

Why it goes wrong

The inspection is the easy part. What causes trouble is what the plumber finds: an unpermitted line, an old appliance connection, a leak that forces a shut-off in December. Budget for corrections and schedule the inspection early in your year, not in the last month, so that a shut-off does not land in heat season.

We schedule the inspection, coordinate the plumber and any correction permits, and file both certifications as part of compliance management. The building’s full deadline list is in the NYC compliance calendar.
