How EHV differs from regular Section 8
EHV is a Housing Choice Voucher with a dedicated referral path. Households come through the Continuum of Care rather than a waitlist, a housing navigator helps with the search, and the rental packet follows the administering agency’s Section 8 rules. Landlords see the same Request for Tenancy Approval, owner forms and inspection.
For caseworkers
- Confirm which agency administers the voucher before the search; NYCHA and HPD packets differ.
- The paper rental packet goes to NYCHA’s rental unit mailbox in page order; HPD uses the DTR portal.

Placing a Emergency Housing Vouchers (EHV) household, or a unit that could take one?
Caseworkers refer clients at no cost to the tenant. Landlords send the vacancy and we bring a program-ready tenant with the agency’s packet done.
