Who qualifies
FHEPS is for families with children who receive or are eligible for Cash Assistance and are being evicted, were evicted recently, lost housing to domestic violence or are leaving shelter. It can pay arrears to stop an eviction (“to stay”) or support a move to a new apartment (“to move”).
For landlords and brokers
- Rent must fit the FHEPS payment standard for the household size after utilities.
- The utilities form (DSS-8q) states who pays heat, cooking and hot water; misstating it leads to recoupment.
- The security voucher replaces a cash deposit; broker fees are paid by HRA for eligible moves.
How Bulwark places FHEPS families
- We take the referral from the caseworker, match within the standard, pre-walk the unit and prepare the landlord forms.
- Our progress page keeps the caseworker and the family informed without phone tag.

Placing a FHEPS household, or a unit that could take one?
Caseworkers refer clients at no cost to the tenant. Landlords send the vacancy and we bring a program-ready tenant with the agency’s packet done.
