Who holds an HPD voucher
HPD’s vouchers mostly reach households referred through specific programs: Emergency Housing Vouchers for people leaving homelessness or fleeing violence, participants in HPD-supervised buildings, and some relocation cases. Tenants rarely choose between HPD and NYCHA; the voucher comes from one or the other.
The owner package
Owner enrolls
The HPD Owner Package collects owner, payee and unit details, the W-9 and direct deposit authorization with a voided check.
Request for Tenancy Approval
Signed by owner and tenant, with the proposed lease and the HUD tenancy addendum.
Supporting documents
Deed, management agreement if an agent signs, proof of insurance and property tax payment, lead disclosure for pre-1978 buildings.
Inspection and HAP
HPD schedules the HQS inspection, then executes the HAP contract. Payments arrive monthly by direct deposit.
How Bulwark helps
- We prepare the HUD-52517 and the HPD data sheet from the facts we already have for the client and the unit.
- We pre-walk the unit against HRA’s apartment review checklist, which is close to HQS, so the inspection passes the first time.
- We chase the first payment and keep the caseworker informed.

Caseworkers refer clients at no cost to the tenant. Landlords send the vacancy and we bring a program-ready tenant with the agency’s packet done.
