Who it is for

Public housing is for low-income New Yorkers. Income limits follow HUD’s area limits for New York City and depend on household size. Families, single adults, seniors and people with disabilities all apply through the same application.

Priority codes move an application up: homelessness referred by DHS, intimidated witnesses, domestic violence, and some working-family and veteran preferences. Without a priority, the wait is long and NYCHA says so plainly.

How the application works

  1. Apply online

One application at NYCHA Self Service. You pick up to two boroughs and the apartment size follows household size.

  2. Eligibility interview

NYCHA calls applicants in by priority and date. Bring ID, income, assets and household documents for everyone who will live in the unit.

  3. Offer

You get an offer for a specific development. Turning down offers can send you back in line, so decide which boroughs you can actually live in before you apply.

  4. Lease signing

Rent is set from your verified income. Recertify every year.

Public housing or Section 8

Both are NYCHA programs but they are different products. Public housing is an apartment NYCHA owns. Section 8 (the Housing Choice Voucher) is a voucher you take to a private landlord. The Section 8 waitlist is closed most of the time; it opens for short windows and is run by lottery.

Bulwark works on the Section 8 side: we place voucher holders with private landlords and prepare the landlord packet. We cannot speed up a public housing application, but we can tell you honestly which path fits.

For caseworkers

  • Ask the household which borough they would truly accept before filing; refused offers cost time.
  • Pair the NYCHA application with a CityFHEPS or Section 8 search; the two are not exclusive.
  • For DHS clients, the shelter’s housing specialist requests the homeless priority, not the family.

Questions

Common questions about NYCHA public housing

No. NYCHA never charges to apply, and neither does anyone acting for you. Anyone asking for money to move you up the list is a scam.

Yes. Holding a CityFHEPS or Section 8 voucher does not stop a public housing application.

Tenants request a transfer for reasons such as overcrowding, medical need or safety. Transfers have their own queue and documentation.

Placing a NYCHA public housing household, or a unit that could take one?

Caseworkers refer clients at no cost to the tenant. Landlords send the vacancy and we bring a program-ready tenant with the agency’s packet done.
