Mitchell-Lama
Mitchell-Lama developments were built from the 1950s to the 1970s with public financing in exchange for affordability. Rentals charge regulated rents; co-ops sell shares at a limited price. Each development keeps its own waitlist, opened by lottery when it gets short.
HDFC co-ops
HDFC co-ops are low-income cooperatives, many converted from city-owned buildings. Buyers must fall under the building’s income cap, and resale prices and flip taxes are restricted by the regulatory agreement. They can be a path to ownership for voucher households with savings, and some HDFC units rent to Section 8 tenants.
For caseworkers
- Waitlist openings are announced on HPD and HCR pages and often on Housing Connect; sign eligible clients up for every list they qualify for.
- Documentation mirrors a lottery: income, assets, household composition.

Caseworkers refer clients at no cost to the tenant. Landlords send the vacancy and we bring a program-ready tenant with the agency’s packet done.
