How a referral works
2010e application
A caseworker submits the HRA 2010e with psychiatric and medical documentation and the homelessness history.
Eligibility
HRA determines which populations the applicant qualifies for (for example serious mental illness, substance use disorder, HIV, youth, families).
Vacancy and interview
Providers interview eligible applicants for their vacancies; acceptance is the provider’s call.
Lease
Scattered-site tenants hold a lease on a private apartment with services from the provider.
For landlords
- Scattered-site providers lease market apartments across the boroughs and pay reliably under contract.
- Providers handle tenant services; the landlord deals with one organization.
- Bulwark brings scattered-site vacancies to providers and runs the paperwork.

Placing a Supportive housing household, or a unit that could take one?
Caseworkers refer clients at no cost to the tenant. Landlords send the vacancy and we bring a program-ready tenant with the agency’s packet done.
